终端能打开的话执行：

sudo systemctl start lightdm
sudo systemctl disable ddm

打不开的话进TTY执行：

sudo systemctl disable ddm
sudo systemctl stop ddm
sudo systemctl enable lightdm
sudo systemctl start lightdm

sudo apt reinstall deepin-desktop-base 就可以了，升级完和你的问题一样，重装后不需要重启就可以直接切换了
