    I'm not able to change theme from dark to light.

    Control Center > Personalization > General > Theme

    dark is selected and when I click on light nothing happens.

    You are using one of the older versions of deepin, which is no longer supported (security updates or improvements). It is recommended that you migrate to version V25, which is supported.
