Hi, Working here okay.
First of all your apt may be locked looking for updates. There where several hundred updates pushed last night.
Second of all needs to be "sudo apt-get install testdisk" after you done with updates.

Where you not able to correct this problem ? Or did the problem reappear ?
What version of Deepin do you have now ? 15.1 or 15.1.1 ?

This years Deepin does not support any PPA's and does not support ubuntu repositories. Your Deepin is not working right because your unable to install a simple application from the Deepin repository or update your system with security updates or Deepin Patches.
If you want to experience Deepin properly, I would save your data and erase and reformat your hard drive with a clean fresh install of Deepin 15.1.1 and apply all Deepin patches and security updates.
Then only install applications from the Deepin Store or from the Deepin repository.
