Have you internet connection?, I mean did you web navigate, updated the system etc?
By the way two days ago I installed spotify as you were trying, and I downloaded and installed a complement called blockify, so now I don't hear that horrible commercials every some songs.
Try to change repositories , perhaps is that, just an slow source of updating server,
Control center -> System information ->  at the right of update click at arrow to open panel down-> then at location choose a faster server

Try this:

I wanted to check if your deepin speed at internet is always slow or just when installing, (using the terminal or the store),
Being precise, If you can download big files from browser at good speed rate, then try to change the software update server as I suggested you.
If all is slow, not only the system related connection, you will need further checks

I had a similar problem but in my case it will never start downloading and will always keep saying "Waiting to Download". I killed the `apt` processes to fix that

on one of my systems always seems to be locked have to
ps -A | grep apt-get
sudo kill -9

I have a big Problem, i cant udate the System , when i take the button update he load alltime .
i have taken diffeent server ,but dont download.

And the Deepin Store dont download Programs ,
