The screen shot appears to be a version of Deepin from a previous year the current version is 15.1

Okay good your version is 15.1 but the person that started the thread here seems to be a older version.Its not possible to upgrade from version 2014 to Deepin 15. need to download latest version.
In your case https://bbs.deepin.org/user/39810 you can try switching alternate mirror from the control panel.
