Because ubuntu 13.04 has been EOL(end of life). Deepin 2013 is based on ubuntu 13.04, and ubuntu has removed the repo of 13.04, so you can't download any packages from this repo any more. You can install deepin 2014, which is support for 5 years.

I am new to Deepin, but I really like what I see so far. My biggest concern is the Software Center.
I am running Deepin 13, and I ALWAYS have errors when I try to update the packages. I have tried several different repositories, yet always get the same issue.
I am in Kentucky, and here are the error messages when I try to update the package list. I am currently using the James Madison servers, but I get similar problems regardless of the mirrors.

I am frustrated because I really want to give this a go, but if it is not possible to add software, then I can't justify using this.
I get the same errors if I try to use apt-get on the command line. There is also no box I can check for the best mirror in the preferences of the software center.
