https://packages.debian.org/search?keywords=libcurl3选择版本下载安装即可，不过数据什么的也是有各种各样的问题 问题都不大。。
升级版本风险还是挺大的

/lib/x86_64-linux-gnu/libcurl.so.4: version `CURL_OPENSSL_3' not found 这个是什么问题。。。
v20 , 内核5.7
简单谷歌了一下 乌班图社区说安装libgconf-2-4还有libcurl3就可以了。我删除libcurl再安装都不行。 测试如下：

sudo apt-get install openssl
openssl 已经是最新版 (1.1.1d-0+deb10u3)。
下列软件包是自动安装的并且现在不需要了：
  linux-image-unsigned-4.15.0-30deepin-generic linux-modules-4.15.0-30deepin-generic
  linux-modules-extra-4.15.0-30deepin-generic
使用'sudo apt autoremove'来卸载它(它们)。


sudo apt-get install curl
curl 已经是最新版 (7.64.0-4+deb10u1)。
下列软件包是自动安装的并且现在不需要了：
  linux-image-unsigned-4.15.0-30deepin-generic linux-modules-4.15.0-30deepin-generic
  linux-modules-extra-4.15.0-30deepin-generic
使用'sudo apt autoremove'来卸载它(它们)。


sudo apt-get install libgconf-2-4
libgconf-2-4 已经是最新版 (3.2.6-5)。
下列软件包是自动安装的并且现在不需要了：
  linux-image-unsigned-4.15.0-30deepin-generic linux-modules-4.15.0-30deepin-generic

使用'sudo apt autoremove'来卸载它(它们)。


sudo apt-get install libcurl3
没有可用的软件包 libcurl3，但是它被其它的软件包引用了。
这可能意味着这个缺失的软件包可能已被废弃，
或者只能在其他发布源中找到
然而下列软件包会取代它：
  libcurl4:i386 libcurl4

E: 软件包 libcurl3 没有可安装候选
