    bios 中没禁安全启动吧？或者 windows 没有正常关闭？

    如果 windows 上次没正常关闭的话，进 windows，正常关闭一次。BIOS 的话，开机按 F2 或 DEL 硬件能进去，一般机器按 F12 应该也能选择进 BIOS。进去找 Secure BOOT，关掉就行了。
