Problem and maybe someone can point me in the right direction. I have the latest build of Deepin and have tried both the offical Nvidia driver and the one provided through the GPU management tool in Deepin. The issue is that the refresh rate will bounce between 100hz and 50hz. I have no clue why this is happening and can not figure it out. I have forced my refresh rate to 100 in the xorg.conf and using the nvidia-settings method.

How to reproduce: Click on the desktop and refresh rate goes to 100 but clicking on any active window will drop it back to 50hz. Using TestUFO site will also bounce between 100 and 50hz.
