openssh 怎么开放和拒绝远程

为什么没有deepin的ssh 127.0.0.1 connection refuse！/etc/ssh/sshd_config这个文件不在了，只有/etc/ssh/ssh_config这个文件，我想配置openssh的PermitRootLogin = yes！但是找不到文件，netstat -ntulp |grep 22 端口也不在。。。
