This BUGS come from release to release.
1. Cant switch keyboard locale by pressing keys on keyboard at login screen, only mouse work (clicking to keyboard icon to switch).
2. Second BUG - Deepin boot with non default locale. It's booting with last using locale.
I have EN and RU locales and Alt+Shift key switch kombination.
Please fix.
