Check available mirrors at control panel, run a test of them, and select the one which ends at first position. Use sudo apt install -app name- too, to see if it works that way.

Change the mirror manually with a text editor just run this command: sudo gedit /etc/apt/source.list and replace the main mirror with this one http://mirrors.shu.edu.cn/deepin/
