Swap is not getting used properly only used in Kb's?

Hi,
I m using latest deepin 15.5 distro & i have 8GB ram and swap size is also 8 GB, i have even confugured Swappines = 85 value , but still swap space not getting utilized properly only 150Kb~ is getting used and system getting freezed which making me to restart the computer everytime
what is the solution for this? is thin a known bug?
