I've just found out that I had sources.list file modified and commented this deb [by-hash=force] http://packages.deepin.com/deepin panda main contrib non-free line for some reason. I've uncommented and will try to install updates and if it won't fix my error I will install testing version of the kernel.

After 4.14.21 kernel update error still is the same at boot up. Are other solutions out there to fix my issue?
