I'm using three monitors setup and middle monitor is primary. In such setup  dock is over windows. Dock status is "keep show". When dock is on first (counting from left) display - everything is ok.

dde-dock should be placed at monitor's boundary. if you set dock between two monitors, the strut area will not be set.
