deepin 15.5 64bit | Bad scrolling up and down by dragging the bar in Linux

Hi,
this is not a deepin issue.
This is an issue of ALL the Linux distributions (be the first to fix this!)
1) Maximize the Web browser frame (i,e. Google Chrome or Mozilla Firefox).
2) Scroll up & down the page by dragging the position bar.
3) When dragging the position bar, move the mouse out of the screen borders (right border and left border)
4) You can notice that when the mouse pointer is outside the screen, the scrolling seems to be laggy. In Microsoft WIndows there is not this issue.
Please fix this issue
P.S. Please increment the scrolling factor of Google Chrome like Firefox does.

I think it have something to do with device and drives and others.
We are working hard to optimize performance always.
