swappiness 重启后重置为0

系统 目前最新。
内存 15.6G 偶尔不够用，配置了16G swap，修改 /etc/sysctl.conf 添加 vm.swappiness = 20 但是重启后 cat /proc/sys/vm/swappiness 输出为10 ！
sudo sysctl -p 再次 cat /proc/sys/vm/swappiness 输出20 接着模拟占用内存，发现内存用到15G的时候才开始使用swap，全部15.6G ！
怎么破？

写到 /etc/sysctl.d/vm.swappiness.conf 文件里，重启后不会重置，但是依旧是内存占用到了15G的时候才开始用swap 空间。全部15.6G，而且vm.swappiness = 20 啊！
