If you have a dynamic IP,restart your router and you will get a new.
If not,you have to use a system wide proxy.

I don't know but that would be the simplest idea why he can reach the server with Opera VPN but not without.
Another thing is that the provider could block the access to Deepin but I don't know why they should do that.
