I Had a lot of issues when installing 15.3 from a fresh iso, due to iso corruption (check the md5sum).
My advice for now, join deepin community via a 15.2 iso (stable dowload from sourceforge), and upgrade to 15.3 when installed from the control center.
Nota: change the default mirror to a faster one (control center), if you want your upgrade to befinished before the v19 release in two years ;)
