Try hitting (super+shift+tab) or (windows+shift+tab) which switches window effects and restarts the desktop without closing your programs. It doesn't take a second. When everything I'd working press the same keys again to reactivate window effects. Temporary solution to any desktop related problem till the devs do something about it. Spread the word ;)

The same thing happened to me when I installed Telegram. The icon just won't show up in the applications list even after reboot. The workaround is going to the terminal and typing Sudo Telegram. It then worked for me and showed the icon in the applications list. This problem is with only Telegram app.
