I know that I'm posting a lot here, But I'm having this problem, the update stuck on 99% the only left to download from the update package is about 70 KB, Also for VLC it fails to install and a 70 KB missing and fails to download from the app store, I have tried to install vlc (.zip) but failed to excute the install command in terminal.
